I'm resubmitting the following observations and deleting the original post because there was some weird stuff going on with edits saving but not appearing when I refreshed. Probably just cache, but just in case:
So after making sure I was eligible to transfer /v/politics to myself, I proceeded to make 14 identical transfers requests for /v/politics to me. My first observation is that this is possible; shouldn't duplicate requests be prohibited? Subverse Request Rule 3:
Only one pending subverse transfer per user at a time doesn't seem to be in effect at all. I might have touched on this in my first observations post.
Secondly, I noticed that after ten Vote stickies in /v/subverserequest, the four newest transfer requests were not stickied, but instead appeared with the other posts (at the top of /v/subverserequest/new). I think this is good; part of the reason my my spamming of requests was to see if there is any limit on the stickies. There is, and with respect to vote stickies it seems to be 10 (I assume there are still 3 slots for normal stickies in addition to this, plus however many global stickies are active). Ten seems a reasonable number, since there will be many simultaneous requests as soon as this feature drops on the live site. Ten is reasonable considering there has to be some kind of limit.
So my only objection is the ability to make any number of identical requests. This could be solved by either limiting the number of requests a single user can have at one time, or limiting the number of requests for a certain subverse at one time. Doing both might be best. If one person already has a request vote up for a certain subverse, I think it would make the most sense to wait for that vote to fail before allowing another person a go at it. Otherwise some kind of comparison between active votes would have to be made to see who "won more".

If content appears to be submitted just to meet this requirement, request will be denied. Could the original bot detect this somehow (if only two posts are within minutes of each other, or something?), and if so, will the transfer votes do the same?
EDIT: moe's old suggestion for dead subverse cases perhaps should be incorporated as well.
